Manual Block (MB) signals and Train Order (TO) signals are not the same.  Oakville, NY, is on the West Shore and, according to Employees Time Table No.6 dated 10/25/1959, had an unusual method of operation.  Manual Block System rules governed eastward movements from A to Churchville.  Automatic Block System rules governed westward movements Churchville to A.  The manual block semaphore signal in photograph NG547083 controlled eastward movements into the block east of Oakfield.  On the opposite side of the same signal mast is the train order signal of this photograph.  Within automatic block signal territory this signal is used only to indicate either No Train Orders, Rule 200, or Train Orders, Rule 200A, to the train affected (see Rules of the Operating Department 10/28/1956).  This picture depicts a Train Order signal, not a Manual Block signal.
